Can't save html file when including <frameset>

How to reproduce the bug:
Create three blank html files named by 1.html 2.html 3.html in the same path. Then fill following text in 1.html:
No matter what changes I have done to this file, the topbar will show a "" in "1.html", which means I didn't save the file, So I can use MENU->File->Save or Ctrl+S to save it.
You will find that the "save" option in Menu turned to be grey and unaccessible, and Ctrl+S didn't work, because the "*" symbol still existed.
Back to the beginning, if you create a blank html file and edit it normally, the save function works well. But if you type <frameset> and try to save it, the save function remain to be unaccessible even if you delete it.
Besides, somebody has reported this BUG in this forum(https://dreamweaver.uservoice.com/forums/382851-adobe-dreamweaver-bugs/suggestions/35079904-whenever-i-use-a-frameset-tag-and-frame-tag-i), but no stuff sent a response.

I have to say that your working efficiency is disappointing. The bug could DATE BACK TO 2018 when somebody has reported this BUG. Unluckily, this guy and I met the same situation -- no stuff replied to us. There have been so many similar competitive products for developers. I have no reason to use a tool that is out of date and similar to FrontPages2003, especially it contains serious bugs that seemingly won't be fixed anymore. To summarize all complaints above, the blooming era of Dreamweaver came to its end.
